General Post Description

The main responsibilities of the WASH Engineer are: to coordinate identification, implementation, and monitoring of the WASH interventions carried out as part of PIN’s Water, Sanitation, and Hygiene (WASH) programming in Syria, with the goal to improve public health of the target population. To reduce the health risks to people affected by protracted conflict and suffering from lack or poor state of WASH-related services by providing or rehabilitating water and sanitation systems.

Functional and hierarchical reporting lines

Field WASH Engineer will work under supervision of Deputy WASH Programme Manager, s/he will report to Deputy WASH Programme Manager and WASH Programme Officer, s/he should communicate and coordinate day by day with WASH Coordinator as well as all field WASH team members. Additionally, s/he cooperates with Area Coordinator and other departments (especially Logistic, Finance) and colleagues.


Principal responsibilities AND TASKS:

-          Assess health risks, water and sanitation needs, available resources and the capacity of existing systems – damaged or neglected infrastructure and sources, possibly camp settlements;

-          Identify suitable water sources, confirm quality and quantity of water available, negotiate access to water resources (wells, pumping stations, etc.) and obtain relevant approvals from authorities;

-          Consult with community representatives about access, design and management of water and sewage systems, sanitation facilities, etc.;

-          Design and implement/monitor implementation of water storage, treatment and distribution systems – potable / other uses;

-          Design and implement/monitor implementation of sanitation/sewage systems;

-          Advices on best management practices of household liquid and solid wastes, hospital wastes and other community facilities, including drainage and vector control and so on;

-          Deliver training on water treatment, water quality testing, maintenance and hygiene;

-          Assess condition, set up maintenance systems, train staff and arrange repairs of tanks, pumps, generators, pipe networks, drainage systems and water quality testing equipment;

-          Prepare technical drawings, BOQ, specifications for water and sanitation infrastructure;

-          Supports program team in terms of Negotiations, preparations and management of contracts with service providers (may include preparing tender documentation and evaluating capacity and quality of contractors);

-          Supervise WASH Assistant(s) and contractors together with representatives of relevant administrative bodies;

Liaise with other I/NGOs and administrative bodies to ensure coordination and works;

I.                    Other

·         Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.

·         Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.

·         Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.

Requirements and qualifications for the position:

-          Fluent written and spoken Arabic;

-          Good written and spoken English language skill is an advantage;

-          University Degree in Water or Civil Engineering or other relevant field(s) and at least 5 years of practical, hands-on experience in water treatment is highly preferred, supply and infrastructure, sanitation or public health;

-          Ability to work in unstable and difficult conditions, independently and in a team;

-          Experience in supervising and mentoring other staff;

-          Experience in working in camps and IDPs settlements;

-          Ability to establish and maintain effective working relations with people of different cultural backgrounds;

-          Strong knowledge and experience in engineering and WASH construction projects with related processes like tendering of works, monitoring of construction sites, etc.;

-          Leadership and supervisory skills and ability to foster team spirit;

-          Very good computer skills (Microsoft Office, Google Drive, Autocad);

-          Excellent organization, coordination, analytical and problem-solving skills; and capacity to prioritize, communicate effectively and meet deadlines;

-          Reliable, committed; an ability to function well independently and within a team; ability to adapt to flexible working hours when necessary; professional, proactive, organized and service oriented;

-          Familiarity with the humanitarian context affecting Syrian population;

-          Ability to establish and maintain effective working relationships with colleagues, managers and external counterparts, including I/NGO, community and administrative bodies’ representatives (HAO, municipalities and water authorities); candidates must be able to interact with sensitivity with all stakeholders respecting diversity and gender, and be able to sensitively and successfully integrate into a multicultural working environment with people from different nationalities and backgrounds;

-          A strong commitment towards humanitarian relief and disaster operations; it is of utmost priority that candidates understand, respect and actively promote the spirit of the mandate and core humanitarian values, including: humanity and the humanitarian imperative, independence, impartiality, neutrality, and accountability in aid.

A capacity for working under pressure is essential, as work is often in difficult and demanding conditions, where the focus frequently shifts due to changes in priority. The candidate is expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.
