People in Need is looking for a Programme Accountability Officer – for its Syria/Turkey Mission

Position: Programme Accountability Officer
Line Manager: Programme Accountability Manager


Programme Accountability Officer will be responsible for supporting the Accountability Manager to carry out and support all investigations of any suspicion of fraud, miss of conduct, third party monitoring, remote post distribution monitoring and follow up of programme feedback from the field, as well as ensuring appropriate archiving of programme accountability documents. Component in various projects from donors such as ECHO, OFDA, DFID etc. Program combines unconditional and conditional cash modalities varying from Cash for work, food vouchers to multipurpose cash assistance in Syria.


·         Participating in monitoring visits to PIN offices and PIN operation areas.

·         Conducting Internal Investigation in case of aid diversion suspicion.

·         Ensuring that all complaint box (Office, Distribution and all projects sites) are open regularly in coordination with M&E.

·         Liaison and follow-up with M&E Department of feedback received through the Complaints Response Mechanism. Follow-up of feedback related to the programme department highlighting to Deputy Programme Managers and Programme Managers any significant issues raised

·         Participating in the bidding and procurement committee to provide inputs as accountability manger

·         Ensuring that soft copies of programmatic documentation, including distribution protocols from the field are uploaded to programme archives immediately following distribution for review;

·         Conduct with M&E a routine Post Distribution Monitoring with a random sample of beneficiaries assisted in the month prior via Whatsapp;

·         Follow up and ensuring all complaints related to the programme department received are reviewed and responded to within recommended time.

·         Supporting the Accountability Manager to develop and/or refine standardized responses for the most common complaints.

·         Compiling weekly reports highlighting the main issues encountered throughout the period, with recommendations to D/PMs for follow-up and improvement of processes

·         Liaising with the Accountability Manager & M&E Department as relevant for follow up of Serious complaints

I. Other

·         University Degree in related field

·         Experience of working for a humanitarian or development organization;

·         Familiarity with the humanitarian context in Syria;

·         Experience with Monitoring and Evaluation and Accountability Mechanisms

·         Experience with programing;

·         Strong critical analysis and problem solving skills; and

·         Fluent English and Arabic both spoken and written.

·         Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects

·         Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.

·         Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.

It is of utmost priority that candidates understand, respect and act in the spirit of the mandate and core humanitarian values. The candidate must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, namely CSOs. Candidates must be able to interact with sensitivity with all stakeholders respecting diversity and gender. A capacity for working under pressure is essential, as work is often in difficult and demanding conditions, where the focus frequently shifts due to changes in priority. The candidate is expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.
